This three-session series of seminars reconsiders the significance of university-published journals such as Diamond Open Access (OA) and teaches about the open-source tools available to improve their sustainability and reputation.

Last year, the Cabinet Office announced the “Integrated Innovation Strategy 2023,” which requires publicly funded research results to be published immediately as open access from fiscal year 2025 in Japan. Diamond OA publishing, which requires no submission or subscription fees, currently attracts attention around the world to achieve such immediate open access. Many journals published by universities and research institutes in Japan, including Kiyo, are already Diamond OA publications. The presence of such university-published journals has waned in recent years due to the rise of metrics such as Impact Factors. Now, many institutions reevaluate their potential vis-à-vis commercial academic publishing.
In the first session, we will review the debate and trends surrounding Diamond OA and reconfirm the significance of journals published by universities in Japan.
The second session will introduce Open Journal Systems (OJS), an open-source journal management system, its functions, how to employ it, and points to keep in mind when using it.
The third session will introduce the application requirements and review process of the Directory of Open Access Journals (DOAJ), a global index of OA journals.
